Abstract

This accessibly written book explains universal healthcare; the many forms it can take; and the issues, debates, and historical context underpinning the continued struggle for its implementation in the United States. Universal healthcare may be defined as any healthcare system that ensures at least basic coverage to most, if not all, citizens of a country. Although it may be implemented in many ways, universal healthcare has been widely accepted by international humanitarian organizations such as the World Health Organization (WHO) as the best way to ensure the universal human right to health. So why is the United States the only industrialized country without universal healthcare? What are the political, social, and economic factors that have prevented its successful introduction? Universal Healthcare explores what universal healthcare is, the many forms it can take-using examples from countries around the world-and the tumultuous history of attempts to implement a system of universal healthcare in the United States. Part II delves into the contentious issues and debates surrounding adoption of universal healthcare in the United States. Lastly, Part III provides a variety of useful materials, including case studies, a timeline of critical events, a glossary, and a directory of resources.

Abstract

The co-operative spirit of citizens in twentieth-century Saskatchewan nurtured innovation in health care and health policy. 36 Steps on the Road to Medicare showcases the decisions that led to the province's medicare system - the forerunner of Canadian health care. Stuart Houston and Merle Massie document the range of Saskatchewan leadership on Canadian, North American, and world stages: municipal doctors and municipal hospitals, the first Red Cross Outpost Hospital in the British Empire, tuberculosis diagnosis and treatment, a successful pilot comprehensive regional health care plan, government-sponsored cancer clinics, innovative LSD and patient-oriented treatment for psychoses, the first full-time cancer physicist in Canada, and the world's first concerted clinical use of the betatron and Cobalt-60 in cancer treatment. They show how North America's first social-democratic government, the Co-operative Commonwealth Federation - elected in 1944 and led by the incomparable Tommy Douglas - created the blueprint for comprehensive health care and how sequential steps on the road to medicare were implemented quickly and within budget. When federal support for national hospitalization became available, Saskatchewan could afford to initiate medicare in 1962. Other Canadian provinces soon followed Saskatchewan's lead. Abstract

A simple, straightforward, and foolproof proposal for universal health insurance from a noted economist.The shocking statistic is that forty-seven million Americans have no health insurance. When uninsured Americans go to the emergency room for treatment, however, they do receive care, and a bill. Many hospitals now require uninsured patients to put their treatment on a credit card which can saddle a low-income household with unpayably high balances that can lead to personal bankruptcy. Why don't these people just buy health insurance? Because the cost of coverage that doesn't come through an employer is more than many low- and middle-income households make in a year. Meanwhile, rising healthcare costs for employees are driving many businesses under. As for government-supplied health care, ever higher costs and added benefits (for example, Part D, Medicare's new prescription drug coverage) make both Medicare and Medicaid impossible to sustain fiscally; benefits grow faster than the national per-capita income. It's obvious the system is broken. What can we do?In The Healthcare Fix, economist Laurence Kotlikoff proposes a simple, straightforward approach to the problem that would create one system that works for everyone and secure America's fiscal and economic future. Kotlikoff's proposed Medical Security System is not the "socialized medicine" so feared by Republicans and libertarians; it's a plan for universal health insurance. Because everyone would be insured, it's also a plan for universal healthcare. Participants--including all who are currently uninsured, all Medicaid and Medicare recipients, and all with private or employer-supplied insurance--would receive annual vouchers for health insurance, the amount of which would be based on their current medical condition. Abstract

Medicare has been a crucial part of Canadian identity for nearly fifty years, and it stands in marked contrast to the US health system. But these facts alone do not protect it from dismissive swipes and criticisms, claims that the system is unsustainable, and even proposals to change medicare's fundamentals. In Canadian Medicare, Stephen Duckett and Adrian Peetoom show that the shared values underpinning medicare still provide a sound basis for the system's design. While medicare remains an important pillar of Canadian policy, changes can and must be made. The authors argue for improved primary care to better address increases in chronic diseases, a comprehensive strategy to provide care for the elderly, and the introduction of pharmacare. They demonstrate how, with proper investment, the health of Canadians can be maintained and even enhanced while the nation remains financially responsible. Accessibly written and clearly presented, Canadian Medicare is a call for Canadian citizens to improve on the foundation built by Tommy Douglas and Lester B. Pearson, to become more knowledgeable about their health care, and to let their politicians know that they need to act.
